The meetings and platforms attended on
behalf of FINAT included the REACH
stakeholder days, conferences on the
new Biocidal regulation, the global food
contact material conference and the
European Paper week, to be able to
deliver the most up to date information
to FINAT members and represent their
interests. Members were updated via a
regular column in the biweekly
e-newsletter and via separate status
reports in the Members Area of the
FINAT website.
The European Commission will conduct
a review of the Packaging and Packaging
Waste Directive along with other Waste
Directives in 2013, so we will closely
monitor developments there.
FOOD
CONTACT
LEGISLATION
While there have been no big scares in
the food contact arena over the past
year, this remains a high profile topic.
The expected new drafts for the German
Ordinance on Printing Inks and the
German Ordinance on mineral oil
hydrocarbons loom on the horizon, with
possible impact for other European
countries in the long run.
Bisphenol-A is seeing national legislation
in France, Belgium, Sweden and
Denmark, meant to prohibit the use of
the substance in packaging intended for
infants. It will be interesting to see if the
EFSA (European Food Safety Authority)
opinion, to be released in November
2013, will have an impact on these.
In general, there has been an increase of
national measures for non-harmonized
food contact materials over the last
couple of years, with the trend expected
to continue.

PUBLIC AFFAIRS, SUSTAINABILITY
AND RECYCLING OVERVIEW
Over the past few years, FINAT has increased its presence in the public affairs arena. Last year alone, the
association has participated in a variety of meetings covering the relevant topics. FINAT Issues Manager Mark
Macaré gives a short overview of the current developments.
REVISION
OF
THE
ANNEX
OF
THE
PACKAGING
AND
PACKAGING
WASTE
DIRECTIVE
One area where our efforts have led to
direct results is the lobby on the revision
of the Annex of the Packaging and
Packaging Waste Directive. Thanks in no
small part to the efforts of our members
and the national associations, along with
the help of Hill & Knowlton and Brabers,
we managed to have release liner
removed from the Annex as an example
of packaging. This was finally formally
adopted in Q1 2013. For now, this leaves
the decision on the status of release
liner up to the individual Member
States.
